Turn left onto C14 and continue for about 60 kilometers. This road will take you directly into Walvis Bay. Once in Walvis Bay, follow the signs towards Lagoon Promenade Road. Flamingo Lagoon is located at 2FGH+JCW, Lagoon Promenade Rd. There is free parking available near the lagoon.
