From Windhoek, take the B1 highway north towards Otjiwarongo. After about 200 km, turn onto the C38 road towards Kamanjab. Continue on the C38 for approximately 100 km until you reach the T-junction with the C35. Turn left onto the C35 and drive for about 130 km until you reach the town of Opuwo. From Opuwo, follow the C43 road for about 90 km towards Epupa Falls. The falls are located just off the road, and you can follow signs to the parking area.
