Before urban development reached North Buffalo, the area formed part of the rural land north of the original city, shaped by farms, estates and roads leading towards settlements beyond Buffalo. Its transformation accelerated in the late nineteenth and early twentieth centuries as Buffalo expanded northward and streetcar lines made commuting between residential districts and the city centre more practical. The neighbourhood's broad streets and regular residential blocks reflect this period of planned growth, when Buffalo was developing new middle-class districts beyond its older core.

Hertel Avenue developed as North Buffalo's principal commercial corridor during the early twentieth century, serving the surrounding houses and the growing communities north of Buffalo's centre. Shops, grocers, taverns, bakeries and local services gave the avenue a durable neighbourhood role rather than making it simply a route through the district. Polish-American residents were particularly influential in the wider North Buffalo area, contributing to its churches, family businesses and food traditions. The avenue's commercial buildings and surviving independent businesses still reveal this history of local commerce.

North Buffalo's modern identity was also shaped by two important public institutions: Delaware Park, designed as part of Frederick Law Olmsted's Buffalo park system, and the North Park Theatre, which opened in 1920 during the great expansion of purpose-built cinemas. The park supplied open space and a carefully designed landscape for recreation, while the theatre brought filmgoing and public entertainment to Hertel Avenue. Together they helped make the district more than a residential suburb, linking daily life to Buffalo's civic landscape and leisure culture.

Like many Buffalo neighbourhoods, North Buffalo experienced the effects of suburbanisation, industrial change and shifting retail patterns during the later twentieth century. Hertel Avenue retained its local importance, although some storefronts changed use and parts of the surrounding housing stock required reinvestment. In the twenty-first century, restaurants, cafés, independent retailers and renewed interest in historic buildings have strengthened the avenue's appeal, while the North Park Theatre has continued to anchor its cultural life. This change has brought new investment without erasing the area's established residential and community identity.
