From Voss, start by heading north on E16 towards Bergen. After approximately 15 kilometers, take the exit toward Vossestrand and follow Rv13. Continue on Rv13 for about 18 kilometers until you reach the town of Modalen. Follow the signs to Kvernhusfossen. The waterfall is located near the edge of Modalen, and you may need to park in a designated area and walk approximately 1 kilometer to reach the waterfall.
