Public Transportation - Bus
To get to the Lower level in Bend, OR, you can take the Cascades East Transit bus. Board any bus that runs on the Route 1 or Route 2, which both service various parts of Bend. Make sure to check the bus schedule for the nearest stop to your location. Once on the bus, stay on until you reach the 'Downtown Bend' stop. From there, walk east on NW Franklin Ave towards NW Bond St. Turn left on Bond St and continue walking until you reach the intersection with Lower level. The total journey should take about 20-30 minutes depending on wait times and walking speed.

Bicycle Rental
If you're feeling adventurous, you can rent a bicycle from one of the local shops in Bend. After renting, head south on NW Wall St towards NW Olney Ave, then take a right onto Olney Ave. Continue onto the Deschutes River Trail, where you can enjoy the scenic views of the river.
