To get to the Lower level in Bend, OR, you can take the Cascades East Transit bus. Board any bus that runs on the Route 1 or Route 2, which both service various parts of Bend. From there, walk east on NW Franklin Ave towards NW Bond St. Turn left on Bond St and continue walking until you reach the intersection with Lower level.
