If you are traveling by car, take I-84 East from Portland. After about 35 miles, take exit 44 for Cascade Locks. At the end of the exit ramp, turn left onto Cascade Locks Highway (Highway 30). Continue straight for approximately 1 mile until you reach NE Frontage Rd. Turn right onto NE Frontage Rd and follow it for about 0.5 miles. The Elowah Falls Parking area will be on your left. Note that parking may require a fee, so bring cash or a credit card.

To reach Elowah Falls via public transportation, take the Columbia Gorge Express bus from Portland. The bus departs from various locations in Portland, and you can check the schedule online. Get off at the Cascade Locks stop. From the bus stop, walk approximately 1 mile along Cascade Locks Highway (Highway 30) until you reach NE Frontage Rd.
