High St. Board the bus that goes to the Gettysburg National Military Park. Once you arrive at the park, you can walk to Lee's Headquarters, which is approximately a 15-minute walk. Simply head south on Buford Avenue from the park entrance, and you will reach the destination at 401 Buford Ave.
