If you are starting from the Huancayo main square (Plaza de la Constitución), head southeast on Jirón Huancavelica street for about 700 meters until you reach the intersection with Jirón San Martín. Turn left onto Jirón San Martín and walk for another 300 meters. You will then come to Jirón Torre Torre. Turn right and continue straight for about 400 meters. You will see the entrance to Cerrito de la Libertad on your left at Jirón Torre Torre 1333.
