If you are in the Subic Bay area, find a tricycle terminal or hail a tricycle on the street. Ask the driver to take you to Balanga, specifically to the Roman Superhighway. The ride will take approximately 30-40 minutes, depending on traffic. Once you arrive at the Roman Superhighway, look for the Bataan Tourism Center, which is a well-known landmark in the area.

From Subic, head to the nearest bus terminal in Olongapo City. Look for a bus heading to Balanga, Bataan. The bus ride usually takes around 1 hour.
