From the nearest beach area in East Coast Park, walk towards the East Coast Park Service Road. Continue walking along the path until you reach the main entrance of East Coast Park. Once you exit the park, head towards Marine Parade Road. Walk along Marine Parade Road until you reach the bus stop at Marine Parade MRT Station. From there, catch Bus 36 towards the city center. Get off at the stop 'The Arts House' which is located at 1 Old Parliament Ln.

If you have rented a bicycle at East Coast Park, cycle along the designated bike paths towards the East Coast Parkway (ECP). Follow the bike path signs pointing towards the city. After about 30 minutes of cycling, you will reach the area near the Esplanade. Continue cycling straight until you reach the junction of Old Parliament Lane, where The Arts House is located at 1 Old Parliament Ln.
