Follow the signs to GI-533 towards 'Ribes de Freser' and after about 15 minutes, you will arrive at the vicinity of Coll de la Serra, marked by coordinates 42.3792386, 3.0807621. There is a parking area nearby, but be aware that some roads can be narrow and winding.
