From Jaffna Fort, head south along the A9 road. Walk for about 10 minutes until you reach the intersection with KKS Road. Turn left onto KKS Road and continue walking for another 15 minutes. You will see the Dutch Fort on your right side at M265+R97. The walk is approximately 1.5 kilometers and will take about 25 minutes.
