If you are in the center of Jaffna, start at the Jaffna Clock Tower, which is a well-known landmark. From there, head north on Hospital Road. Continue straight until you reach the junction with the Jaffna-Ponnalai-Point Pedro Road (also known as KKS Road). Turn left onto the Jaffna-Ponnalai-Point Pedro Road. Continue walking for about 1 km, and you will see Jaffna Fort on your right. The fort is located at M255+XJX, Jaffna-Ponnalai-Point Pedro Rd.
