If you are driving to the Istanbul Sapphire observation deck, enter the address 'Emniyet Evleri, Eski Büyükdere Cd. No:1, 34415 Kâğıthane/İstanbul' into your GPS. From the center of Istanbul, head north on the D-100 highway towards Kağıthane. Follow the signs for Kağıthane and take the exit for Maslak. Turn onto Eski Büyükdere Caddesi, and you will see the Istanbul Sapphire tower on your left. Parking may be available nearby, but prepare for possible fees.
