To reach Erebuni Fortress from Tsaghkadzor, first make your way to the Tsaghkadzor bus station. Catch a minibus (marshrutka) heading to Yerevan. The journey will take around 45 minutes. Once you arrive at the Yerevan bus station (Kilikia), you will need to take another bus or taxi to Erebuni Fortress, which is located at 2 3rd St. The taxi ride should take about 20 minutes. Alternatively, you can take bus number 31 from the station that goes directly to Erebuni.
