For a budget-friendly option from Red Hook, take a 'safari bus' (local public transportation) towards Sapphire Beach Marina. The fare is about $1 per ride. The safari bus stop is located at the top of the hill, next to the large Sapphire sign. Be prepared for a potentially longer travel time compared to a taxi.
