If you're at the main beach area of Playa Flamingo, walk towards the Centro Comercial Arenas. Head southeast along the beachfront path, following signs towards the commercial center. Once you reach the entrance of the Centro Comercial Arenas, Pacific Coast Dive Center is located inside the shopping center. No costs involved.
