From the Napo Region, head south on the E28 highway towards Quito. After approximately 60 km, take the exit for Cotopaxi National Park. Follow the signs leading to the park entrance. Once inside the park, continue on the main road until you reach the Refugio Cotopaxi (Jose Ribas). The total drive should take around 1.5 to 2 hours depending on traffic and road conditions. Keep in mind that there is an entrance fee to the Cotopaxi National Park, which is usually around $10 per person.
Public Transportation
Start by taking a bus from Tena (the main city in Napo Region) to Quito, which costs approximately $8-10 and takes about 5-6 hours. Once in Quito, head to the Quitumbe bus terminal and take a bus to Latacunga, costing around $2.5 and taking about 1.5 hours.
