If you're starting from Kilkenny's city center at the Market Cross, head south on High Street towards the castle. Continue straight until you reach the castle gates. Once you arrive at Kilkenny Castle, walk around the castle to the left side, where you will find the entrance to the Rose Garden. The garden is located at Dukesmeadows, just behind the castle.
