Start from Hitachi Station. Take the JR Joban Line towards Narita. You will need to transfer at Ueno Station to the JR Yamanote Line. The address is 1-1 Hamarikyuteien, Chuo City, Tokyo 104-0046. Note that the total travel time is around 2 hours, including transfer times.
