Built in the wake of the 1995 Great Hanshin earthquake, the complex serves as a memorial, a conference center, a hotel (Hotel Grand Nikko Awaji), and a landscape of gardens. Originally, the site was a quarry used to gather earth for artificial islands in Osaka Bay, including Kansai International Airport.
