Howard Gardens is easily accessible on foot from both Mdina and Rabat. From Mdina, exit the city gate and walk a short distance. From Rabat's city center, follow Triq il-Mużew [the Museum Street]. The gardens are located on the outskirts of Mdina, forming a natural border between the two cities. There is no admission fee.
Public Transport
Several bus routes serve Rabat. From Valletta, take bus routes 50, 51, 52, 53 or 56. From other locations in Malta, check local bus schedules for routes to Rabat. Once in Rabat, disembark at a bus stop near the Roman Villa or the Mdina Gate. Howard Gardens is a short walk from either location. A single bus fare costs €1.50 in winter, €2.00 in summer, and €3.00 at night.

Taxis are readily available throughout Malta. A taxi from Valletta to Howard Gardens will cost approximately €20-€30 and take around 15 minutes.
