From Columbia, take the Howard Transit bus route 404 towards the Columbia Mall. Get off at the last stop at the Columbia Mall. From there, catch the MTA Light RailLink at the Columbia Mall Light Rail Station. Take the Light Rail towards Hunt Valley and ride until you reach the Baltimore Arena stop. Once you disembark, walk east on W Baltimore St towards S Howard St. Turn left onto S Howard St and continue until you reach E Pratt St. Turn right onto E Pratt St, and the Top of the World Observation Level will be located at 401 E Pratt St on the 27th floor.
