Once you reach Baltimore, follow signs for I-95 North. Take exit 53 for I-395 toward Downtown. Continue straight onto Howard St and follow it until you reach E Pratt St. Turn left onto E Pratt St, and the Top of the World Observation Level is located at 401 E Pratt St on the 27th floor of the World Trade Center.
