Walking
If you are starting from the Zócalo (the main square of Oaxaca), head east on Calle de la Independencia for about 6 blocks until you reach the intersection with Calzada de la República. Turn left onto Calzada de la República and continue walking for 3 blocks until you reach the intersection with Calzada Porfirio Díaz. Turn right onto Calzada Porfirio Díaz, and you will find Fuente de las 8 Regiones on your left after a short walk.

Public Transport
From the Zócalo, you can take any local bus heading towards Reforma. Board the bus from the bus stop located on Avenida Morelos. Ask the driver to drop you off at the intersection of Calzada Porfirio Díaz. Once you get off, walk a few meters down Calzada Porfirio Díaz, and you will see Fuente de las 8 Regiones on your left.

Bicycle
If you have access to a bicycle, start from the Zócalo and head east on Calle de la Independencia. Continue straight until you reach Calzada de la República, then turn left. Ride along Calzada de la República for 3 blocks, and then turn right onto Calzada Porfirio Díaz. Continue for a short distance, and you will find Fuente de las 8 Regiones on your left.
