Take the RTC Route 19 bus towards 'Incline Village'. The bus will take you through beautiful scenic routes. Stay on the bus until you reach the stop at 'Tahoe City'. Once you disembark, walk north on N Lake Blvd for about 5 minutes, and the Visitor Center will be on your left at 100 N Lake Blvd.
