From North Buffalo, you can take the NFTA Metro Bus. Start by heading to the nearest bus stop for the #5 bus route on Elmwood Avenue. You can catch the #5 bus heading south towards downtown Buffalo. Ride the bus for approximately 30 minutes until you reach the stop at the corner of Main Street and Tifft Street. From there, transfer to the #26 bus heading to the Outer Harbor. After about 15 minutes, disembark at the stop closest to Buffalo Harbor State Park. The entrance to the park is a short walk from the bus stop.
