If you are using public transportation, you can take a shared jeep or taxi from Skardu to Deosai National Park. The ride takes about 2-3 hours. Inform the driver that you want to go to Deosai Top, and they will drop you off at the nearest point accessible by vehicle. From there, you will need to walk approximately 2 kilometers to reach Deosai Top. Ensure you negotiate the fare beforehand, and it may be a good idea to check if the driver has prior experience navigating the national park.
