If you are driving from the town of Boquete, take the Pan-American Highway (Route 1) heading towards David. Continue on Route 1 for approximately 40 km until you reach the intersection for Route 2. Take the exit toward Route 2, which will lead you toward Panama City. After about 280 km, merge onto Avenida Balboa in Panama City. Continue straight until you reach the intersection with Calle 50. Turn right onto Calle 50 and follow until you arrive at XF58+2RV, where the Monument of the Flag of Panama is located. There are parking facilities available near the monument, but be aware that parking fees may apply, typically around $2-$3 per hour.
