From the main bus terminal in Huaraz, head to the 'Cruz del Sur' or 'Movil Tours' counter. Purchase a ticket for a bus heading towards the Laguna de Llanganuco or Yungay, which will take you along the route towards Cumbre. The bus ride should take approximately 30-40 minutes. Make sure to inform the driver that you need to get off at Cumbre.
