From the Visitor Center at 375 Meeting Street, take the DASH (Downtown Area Shuttle) bus. Board the bus at the stop near the Visitor Center and ride for about 5 minutes. Get off at the stop on East Bay Street. From there, walk a short distance south to 200 E Bay St, which will be on your right. The total travel time will be around 15-20 minutes, including walking.
