If you're starting from downtown Phoenix, head to the nearest light rail station. Board the Valley Metro Light Rail heading towards 'Mesa'. Stay on the train for about 20 minutes until you reach the 'Tempe Town Lake' station. Once you arrive, exit the train and walk south along Mill Avenue for about 10 minutes. You will then turn left onto S Forest Ave, and after a short walk, you will reach Arizona State University Tempe Campus.

From various points in Phoenix, you can take the Valley Metro Bus. For example, if you're near the Phoenix Convention Center, take Bus Route 1 towards 'Tempe'. This route will take approximately 30 minutes. Get off at 'University Dr & Forest Ave' stop. From there, walk south on Forest Ave for about 5 minutes, and you will arrive at the Arizona State University Tempe Campus.
