Start at the Dubuque Museum of Art located at 701 Locust St, Dubuque, IA 52001. Exit the museum and head south on Locust St toward 7th St. Continue straight for about 0.3 miles until you reach the intersection with 14th St. Turn left onto 14th St and continue walking for about 0.5 miles until you reach the intersection with Jackson St. Turn right onto Jackson St and follow it for about 0.6 miles, where it becomes Mines of Spain Rd. Continue along Mines of Spain Rd for approximately 2 miles. You will see signs for the Mines of Spain Recreation Area. The Horseshoe Bluff Lookout is located approximately 0.5 miles inside the recreation area.
