If you're driving from Hitachi, take the Joban Expressway towards Tokyo. The drive is approximately 2 hours, depending on traffic. Once you arrive in Tokyo, follow signs for Chuo City and Nihonbashi. You can park at nearby parking facilities such as 'Nihonbashi Parking' or 'Nihonbashi Mitsui Tower Parking'. Make sure to check parking fees, which typically range from ¥300 to ¥600 per hour.

Train
From Hitachi Station, board the JR Joban Line towards Ueno. Transfer at Ueno Station to the Tokyo Metro Ginza Line and take it to Nihonbashi Station. The entire journey takes about 2 hours. Once you arrive at Nihonbashi Station, use Exit A1. Proceed towards the Nihonbashi River, where the cruise dock is located. Be aware that train fares will cost approximately ¥1,200.

Bus
You can also take a highway bus from Hitachi to Tokyo Station, which takes around 2.5 hours. From Tokyo Station, take the Tokyo Metro Marunouchi Line to Ginza Station, then transfer to the Ginza Line to Nihonbashi Station. The bus fare is around ¥2,000 to ¥3,000. After exiting Nihonbashi Station at Exit A1, head towards the Nihonbashi River to find the cruise dock.
