If you're driving from Kai to the Tokyo Metropolitan Government Building, first head southeast on Route 20. Continue on this road until you reach the junction with the Chuo Expressway (E20). Merge onto the Chuo Expressway and follow the signs towards Tokyo. After approximately 90 kilometers, take exit 2 towards Shinjuku. Once you're on the Shinjuku exit, follow the signs to Nishishinjuku. The Tokyo Metropolitan Government Building is located at 2 Chome-8-1 Nishishinjuku, Shinjuku City. There is parking available near the building, but be prepared for parking fees that can vary.

Public Transportation
To reach the Tokyo Metropolitan Government Building by public transportation, start by taking the JR Chuo Line from Kai Station to Shinjuku Station. This journey will take approximately 1 hour and 30 minutes. Once at Shinjuku Station, follow the signs to the West Exit. From there, it's about a 10-15 minute walk to the Tokyo Metropolitan Government Building, which is located at 2 Chome-8-1 Nishishinjuku. Alternatively, you can take the Toei Oedo Line from Shinjuku Station and get off at Tochomae Station, which is just a short walk from the building. Note that train fares from Kai to Shinjuku will generally be around ¥2,000 to ¥3,000 depending on the service you take.
