Bus
If you're starting from Nara Park, walk to the Nara Kintetsu Station. From there, take the Kintetsu Nara Line towards Kyoto. Get off at Yamashina Station, then transfer to the Kyoto City Bus No. 204 or 205. Ride the bus until you reach Hirano Shrine. The shrine is a short walk from the bus stop.
Train and Walk
From Nara Station, take the JR Nara Line towards Kyoto and get off at Kyoto Station. From Kyoto Station, transfer to the Karasuma Subway Line and get off at Kitaoji Station. Exit the station and walk north on Kitaoji Street for about 15 minutes until you reach Hirano Shrine.

For a more direct approach, you can take a taxi from Nara. Simply tell the driver 'Hirano Jinja' (Hirano Shrine). The ride will take approximately 30 minutes, depending on traffic.
