If you're near Shinjuku Station, take the Marunouchi Line (Red Line) towards Ikebukuro. Transfer at Tokyo Station to the Marunouchi Line (also Red Line) and head towards Ogikubo. Get off at Tokyo Station (about 15 minutes). From Tokyo Station, follow the signs for the Marunouchi South Exit. Exit and walk straight towards the intersection with the main road.

From Tokyo Station, head towards the Marunouchi South Exit. Once outside, turn left and walk down the street until you reach the first major intersection. Cross the street, and you should see the Tsukiji Outer Market area. Keep walking straight for about 10 minutes until you reach Tsukiji.
