If you are near Shibuya, you can take the Toei Bus (Line Shibuya Station - Shirokanedai). Board the bus at the Shibuya Station bus terminal (Bus Stop 11) and ride until you reach the 'Shirokanedai 5 Chome' bus stop. From there, it's a short walk to the Tokyo Metropolitan Teien Art Museum.
