If you are driving from anywhere in The Islands, head towards the nearest major road that connects to Route 1A. Follow Route 1A north until you reach the junction with Route 114. Take Route 114 east towards Salem. As you enter Salem, follow the signs for Fort Avenue. Turn onto Fort Avenue, and continue until you reach 165 Fort Ave, the location of Salem Willows Park. There is parking available within the park but be aware that it may incur a small fee during peak times.

The MBTA Commuter Rail has a line that services Salem, so you can take a train from your location to the Salem station. Once you arrive at Salem station, you can take the local bus (Bus 450 or 455) towards Fort Avenue, which will drop you off near Salem Willows Park.
