From the main beach area of Zona Romantica, head north along the shoreline until you reach C. Olas Altas. Turn left onto C. Olas Altas and continue walking until you reach the intersection with C. Zaragoza. Take a right onto C. Zaragoza. The Naval Museum will be located on your left at C. Zaragoza 4. This walk should take approximately 15-20 minutes.

If you prefer to take a bus, head to the nearest bus stop along C. Olas Altas (look for the blue buses). Board a bus heading towards the city center. Ask the driver to let you know when you reach 'C. Zaragoza'. The museum is a short walk from the bus stop; just head a few blocks south along C. Zaragoza until you arrive at C. Zaragoza 4. The bus fare is usually around 10 pesos.
