Car
If you are driving from South Lake Tahoe, take US-50 East towards Stateline. After approximately 3 miles, turn left onto CA-89 North. Continue on CA-89 for about 8 miles. You will see signs for Emerald Bay State Park. Turn left onto Emerald Bay Road, and follow it for another 1.5 miles. There is a parking area at Emerald Bay State Park where you can leave your car. Note that there is a fee for parking, which is typically around $10 for day use.

If you prefer public transportation, you can take the Tahoe Transportation District (TTD) bus service. From South Lake Tahoe, catch the Blue Line bus towards Stateline.
