There is no parking fee, but be mindful of local traffic rules.

For those using public transportation, take a PMV (public motor vehicle) from Kokopo town center heading towards Rabaul. Inform the driver that you wish to get off at the turn-off for Queen Emma's Steps. The fare should be around PGK 2-5. Once you reach the turn-off, you will need to walk about 1 kilometer down the dirt road to reach the steps. Ensure to carry water as the walk can be a bit strenuous.
