From any location in Luquillo, look for the local public bus service called 'Guaguas'. You can catch a bus on Route 3 heading east towards Fajardo. Tell the driver you want to go to 'Playa Luquillo'. The ride will take about 10 minutes, and you will be dropped off at the entrance of the beach.
