From Rapid City, take I-90 E towards Sioux City. After about 3 hours, take exit 143 for US-75 S toward Sioux City. Continue on US-75 S for approximately 60 miles. Merge onto I-29 S and follow the signs for Sioux City. Take exit 143 for Gordon Dr/US-20 W. Continue on Gordon Dr, and turn left onto Talbot Rd. Stone State Park will be on your right at 5001 Talbot Rd, Sioux City, IA 51103. Note that there may be a parking fee of around $5.
