From Moab, UT (the closest major city), head east on US-191 for about 14 miles. Turn left onto UT-313 and follow the signs for Dead Horse Point State Park. Continue on UT-313 until you reach the Buck Canyon Overlook parking area, which is located on the right side of the road. There is no fee for parking at the overlook.
