Car
From Samaria Gorge, exit the gorge and take the road towards Chania. Follow the signs to Rethymnon. After approximately 25 km, look for the exit to Agia Roumeli. Turn off the main road and follow the signs towards Agia Roumeli. Once in Agia Roumeli, park your car in one of the designated parking areas (note that parking may incur a fee). The distance to Skinaria beach from Agia Roumeli is around 6 km. You will need to take a local taxi boat or hike along the coastal path to reach Skinaria beach.

From Samaria Gorge, walk to the nearest bus stop and catch a bus heading towards Chania. After about an hour, transfer to a bus heading towards Rethymnon. Once in Rethymnon, take another bus towards Agia Roumeli. The bus ride may take about 2 hours. Upon arrival in Agia Roumeli, you will need to either walk to Skinaria beach, which is approximately 6 km away, or hire a local taxi boat to take you directly to the beach.
