If you are driving, head towards the center of Hitachi and get on Route 6 heading south. Follow Route 6 for approximately 30 kilometers until you reach the intersection with Route 50. Take Route 50 towards Tokyo and continue for about 100 kilometers. Look for signs directing you to Chiyoda City. Once you reach Chiyoda, follow the signs for Kokyogaien. There is parking available near Wadakura Fountain National Park, but please be aware that there may be parking fees, typically around 500 to 1000 yen per hour.

Public Transportation
For those using public transportation, start by taking a train from Hitachi Station on the Joban Line towards Ueno Station. This journey takes approximately 2 hours. Once you arrive at Ueno Station, transfer to the Tokyo Metro Ginza Line and travel to the Nihonbashi Station. From Nihonbashi, transfer to the Toei Oedo Line and get off at the Koenji Station. Walk approximately 15 minutes toward Kokyogaien, where Wadakura Fountain National Park is located. Be sure to check the train schedules as services may vary, and consider purchasing a Japan Rail Pass if you plan to travel extensively.
