If you're in central Tokyo, make your way to the nearest subway station. Take the Toei Oedo Line and board a train towards 'Higashi-Shinjuku' station. After approximately 7 minutes, get off at 'Nishi-Shinjuku' station. Upon exiting the station, head towards the West Exit.

From the West Exit of Nishi-Shinjuku station, you will see a large intersection. Cross the street and proceed straight down the main road (Avenue of the Metropolitan Government) for about 10 minutes. The Tokyo Metropolitan Government Building will be on your left. Look for the large twin towers, and enter the building through the main entrance.

Once inside the Tokyo Metropolitan Government Building, look for the elevators that lead to the observatory. You will find signs directing you to the North Observatory on the 45th floor. Take the elevator to the 45th floor, where you can enjoy stunning views of Tokyo.
