If you are starting from the famous Penang Street Art area, walk towards Lebuh Armenian and turn left onto Lebuh Pantai. Continue straight until you reach Jalan Magazine. You will see the Komtar building ahead. The entrance to The Top Komtar is located on the lower ground floor of the building.
