Public Transit
From downtown Frederick, head to the nearest bus stop on East Patrick Street. Take the MTA Maryland Route 55 bus toward Gettysburg. The bus ride will take approximately 1 hour and 15 minutes. Once you arrive at Gettysburg, disembark at the Gettysburg Visitor Center. From there, it's a short walk to the State of Pennsylvania Monument. Exit the Visitor Center and head southwest on Baltimore Street. Continue straight until you reach Hancock Avenue, then turn left. The monument will be on your right.

Bike Rental
If you're feeling adventurous, consider renting a bike from one of the local rental shops in Frederick. Start from the Frederick City Park and head towards the Monocacy National Battlefield Trail. Follow the trail which leads north towards Gettysburg. The ride will take about 2 hours depending on your pace. Once you reach Gettysburg, navigate towards Hancock Avenue, where the State of Pennsylvania Monument is located.

Walking
If you prefer to walk, start at the Frederick Visitor Center located at 151 S East St. Head south on South East Street, then turn left onto East Patrick Street. Follow East Patrick Street until you reach the bus terminal at the corner of East Patrick and South Market Street. From there, take the MTA Maryland Route 55 bus as described above to Gettysburg. After reaching the Gettysburg Visitor Center, proceed to walk to the State of Pennsylvania Monument by following Baltimore Street to Hancock Avenue.
